The address was to complain about the provision of the bills which sought to interfere in the domestic affairs of universities by, 1. establishing new institutions specifically for non-white students, 2. removal of non-white students from existing institutions, the disaffiliation of Fort Hare from Rhodes and its demotion to the status of a tribal college.
